Appointment of Arts Facilitators/Organisations
TERMS OF REFERENCE
Strabane District Council wishes to appoint suitably qualified arts based facilitators/Organisations to work with local and border community groups to develop projects in drama, dance, music- carnival and stage performance, carnival props, visual arts, multi-media, storytelling.
Background
Strabane District Council has received funding from the Peace III Programme managed for the Special EU programmes Body by the North West Peace III Cluster for the Fair Day Project.
This project aims to develop the Strabane Fair Day festival as an iconic intercultural festival for the Northwest. The festival draws upon the shared history of the 19th and 20th century hiring fairs, with were common in rural Tyrone and Donegal.
The carnival builds on a strong track record of delivery but seeks to grow as a unique cultural event encompassing modern interpretations of these historic times. It will create new networks and performance opportunities, and will be developed on a cross border basis.
The project Fair Day has been funded under Priority 1 Reconciling Communities through the theme 1.1 Building Positive relations at the Local Level.

Purpose of the Assignment
The focus of this assignment is to create contemporary or historical arts works that portray elements, feelings from Strabane’s shared cultural heritage of the old Hiring Fairs. This would be used as a focus or catalyst for these projects as applied to modern day scenarios with immigrate and migrant workers and cross border commuters who are now the fabric of the Strabane community.
The resulting projects will be showcased in the run up to or form part of the Strabane Fair Day event in June 2010. Appointed facilitators/organisations would be expected to work with adults and /or children from the rural communities or ethnic group, Cairde (ex prisoners group) and people with disabilities during the developmental work and performance.
Good Relations is paramount in the development of this project all facilitators will be expected to undertake training in this element prior to commencing their workshops.
Project Requirements and Time Frame
Requirement is to create the final piece for showcasing on or before Saturday 26th June 2010. Due to the timescale, each facilitator/organisation will work on one individual workshop element therefore if you have specialised expertise please indicate this. It would be envisaged that these workshops will occur over a number of sessions either daytime, evening or weekends depending on the groups availability.
The workshop sessions are required follows:

| Chaperones | Projects with high numbers of children may require chaperones that will be paid at the appropriate minimum wage rates. We would be interested to hear from organisation/ individuals who can provide this service with the necessary Assess NI checked. |
Budget
The budget for each piece of work must not exceed the dedicated amount, exclusive of VAT and include all materials and expenses.
(venue costs are from a separate budget).
Experience and Expertise
Proposals must include:-
· An outline of your approach to the brief including facilitation methods with groups, types of materials to be used, initial ideas for project and outcome, time frame.
· A copy of your curriculum vitae, outlining of your most recent experience and photographic examples of relevant work if appropriate.
· Demonstrate Assess NI clearance for working with children and vulnerable adults. Adults and children of all ages from 7yrs +
· Daily costs and overall cost for the assignment.
Deadline
Proposals must be received by 5pm on 19thFebruary 2010 with decision made by the selection panel by 26th February 2010.
Criteria
Submissions will be assessed against the following criteria:
· Previous experience of working alongside community organisations in developing and implementing similar arts projects.
· Artistic quality from the evidence submitted
· Representation of, understanding of and appreciation of the subject and brief.
